Most people use Adobe Acrobat Reader when they need to open PDFs. Adobe created the PDF standard and its program is certainly the most popular free PDF reader. It's perfectly fine to use, but I think it's a somewhat bloated program with a lot of features that you may never need or want to use.

Most web browsers, such as both Chrome and Firefox, can open PDFs themselves. You may or may not need an add-on or extension to do this, but it is very handy to have an online PDF open automatically when you click on a link. If you want something else I highly recommend SumatraPDF or MuPDF. Both are free.
